Site Manager - Contract Role

£40 - £50 per hour
West Yorkshire

The M&E Site Manager will act as the client’s on-site representative for the delivery of mechanical and electrical works associated with district heating and energy infrastructure projects. The role focuses on monitoring, coordinating, and assuring contractor performance to ensure works are delivered safely, in compliance with design and quality standards, and aligned with programme, cost, and stakeholder expectations.


Key Responsibilities:

Site Oversight & Delivery Assurance

  • Provide day-to-day on-site oversight of mechanical and electrical works related to district heating systems, including energy centres, heat networks, substations, and associated plant.

  • Monitor contractor and subcontractor activities to ensure compliance with approved designs, specifications, and contractual requirements.

  • Act as the primary point of contact on site for M&E-related matters on behalf of the client.

  • Support coordination between M&E works, civils, utilities, and third-party stakeholders.


Health, Safety & Environmental Oversight

  • Monitor contractor compliance with health, safety, and environmental requirements, including CDM Regulations and project-specific HSE plans.

  • Review and comment on RAMS, permits, and method statements from a client assurance perspective.

  • Participate in site safety inspections, audits, and incident reviews.

  • Promote a positive safety culture and escalate non-compliance where necessary.


Programme, Risk & Change Management

  • Monitor progress against the agreed construction programme and identify potential risks or emerging issues.

  • Support the Project Manager by providing accurate site-based reporting on progress, constraints, and opportunities.

  • Contribute to the identification and management of risks, issues, and change events affecting M&E scope.

  • Review contractor look-ahead programmes and sequencing from a constructability and integration perspective.


Quality & Technical Assurance

  • Provide assurance that installations meet required quality standards, relevant codes (e.g. CIBSE, BSRIA), and manufacturer requirements.

  • Witness inspections, testing, commissioning, and performance verification activities as required.

  • Support snagging, defect identification, and close-out processes.

  • Review as-built records, O&M manuals, test certificates, and commissioning documentation prior to acceptance.


Commissioning, Handover & Operations Interface

  • Support planning and coordination of M&E commissioning, including interface with heat network operators and future O&M providers.

  • Monitor commissioning activities to ensure readiness for operation and seasonal performance requirements.

  • Support handover to operations teams, ensuring documentation, training, and asset data are complete.

  • Act as a technical interface between construction teams and asset management or operations stakeholders.


Stakeholder & Consultant Coordination

  • Liaise with designers, independent certifiers, local authorities, utilities, and network operators.

  • Support client meetings, site walks, progress reviews, and technical workshops.

  • Represent the client’s interests in resolving technical, programme, or interface issues on site.


Skills & Experience:

  • Proven experience in an M&E site-based role within a construction environment

  • Strong understanding of mechanical building services, particularly heating systems, pipework, and energy centres.

  • Experience with district heating, heat networks, CHP, large-scale heat pumps, or similar low-carbon energy infrastructure. (preferred but not essential)

  • Solid knowledge of construction health & safety regulations and client assurance responsibilities.

  • Ability to interpret technical drawings, specifications, and commissioning documentation.

  • Strong communication and stakeholder management skills.


Desirable Skills & Qualifications:

  • HNC/HND or degree in Mechanical Engineering, Building Services, or related discipline.

  • SMSTS or equivalent (client-side or supervisory).

  • CSCS (Management or Professionally Qualified Person level).

  • Experience working in a client, developer, local authority, or consultant environment.

  • Familiarity with pressure systems, metering, controls, and BMS integration for heat networks.

  • Understanding of operational handover and asset management requirements.
